Sandra Kay Parsons, 79, of Belpre, passed away on June 19, 2026 surrounded by the love of her family at Marietta Memorial Hospital. Sandy was born on December 31, 1946 to the late Robert W. and Carley R. Vannoy Ruble.
She was a graduate of Belpre High School where she then spent most of her life raising her family. Sandy was always on the go, never liked to stay in one place for too long and never let the grass grow under her feet. Anyone that knew her knew that Sandy was a spitfire, but she wouldn’t hesitate to give the shirt off her back or her last dime to anyone that was in need. She treasured her family, adored her pets and found happiness in tending to her flowers. She enjoyed walking, crocheting and cruising around in her convertibles when she was able.
Sandy was a woman of deep-rooted faith. In her final weeks, she found comfort in reading Scripture aloud and spent quiet moments in prayer. Although she had hardships in her life, her trust in the Lord never wavered. She leaves behind a reminder that faith can carry us through life’s toughest moments. She looked forward to meeting her Creator at Heaven’s gates. We as a family take comfort in believing she’s in that place rejoicing with the Lord.
She is survived by her two siblings Linda Ruble, James (Ann) Ruble; her half sibling Mike (Alecia) Ruble; her sister-in-law Connie Ruble; children, Michelle (Jeff) Robert’s, Jeff (Dawn) Freeland, Heather (Chad) Hannah, and Dallas (Renee) Freeland; and several grandchildren, Kirsten (Ryan) Gillian, Morgyn Freeland, Gavyn (Katie) Freeland, Braden Freeland, Ryleigh (Luke) Radabaugh, Bailey Freeland, Maddie Freeland, Bella Freeland, and Max Freeland; one great-grandchild, Callan Gillian.
In addition to her parents, Sandy was proceeded in death by her half brother Robbie Ruble and her brother and best friend, Roger Ruble.
The family would like to thank The Harmar Place in Marietta for their love and care for Sandy in her final years.
